Tom is an expert in the identification and devising of strategies to mitigate non-technical risks within a commercial context – specifically, environmental, social, legal, security and political - for existing and new operations in complex environments. Tom is a skilled international negotiator with extensive experience negotiating with, and on behalf of, governments (both bilaterally and multilaterally), and with commercial parties, international financial institutions and non-governmental organizations. He is a lawyer by training and has substantial experience structuring complex transactions involving large-scale international projects.
Tom has worked extensively in the Middle East, Africa, Turkey and the Former Soviet Union. He has written and spoken extensively on corporate responsibility, non-technical risk and infrastructure development. Prior to being a consultant, Tom was a Regional Affairs Advisor, a Legal Manager for the BP operated BTC Pipeline Co. and a Senior Legal Advisor to BP.
